I have an issue here that I cannot find any details on how to fix it.
some background, we have a development box with all the latest work. and we have a script that build a replication of the development MOSS but with empty site. (not the latest sites, but all shte SSP and content db are created (same content db names etc and dummy sites are made)
I am using stsadm to do a backup of the development sites and when i do a restore on the new site s(virtual environemt ) i keep on getting
The site collection could not be restored. If this problem persists, please make sure the content databases are available and have sufficient free space.
i checked microsoft and have found this

but i have plenty of disk space and also have allowed massive of db space.
have you ever encountered this problem and any clue how to fix it.
